They are the classic free lunch types. Prices are higher than they like, so someone else needs to pay for their gas. They want the station owner, the refiner, or the government to pay. Of course, if it is the government, they want it paid with other people's money because they sure do pay too much in taxes.
It is a lot easier to not fill up on one day than it is to change your driving habits. But only one of those two is going to lower your energy costs, and it does not involve filling up on Friday instead of Thursday.
